Unsolicited advice to CM,Naib Saini for running the government effectively.By Dr Ranbir Singh Phaugat eminent researcher and political analyst.Mr Naib Saini is a novice, and it would seem quite difficult to him for sometime to keep a fox-eye and surveillance on every officer to overhaul Haryana secretariat to work efficiently. The new CM Mr Saini need to spend time in his office in the Secretariat to learn a lot about the conduct of business in the light of the legislation and the rules. If only he succeeds to keep himself away from dirty or petty politics, and avoid populist image-building exercises, he would become proficient within a year.
Running the Secretariat is tricky business and it may be better for him if he listened more to the Secretaries and Financial Commissioners than Political Secretaries. But he has to trust and rely on the Principal Secretary in CMO. Mr Naib Singh ji must insist on seeing all the important files himself and files that needed his attention than listening to the advice of his political secretaries in the clearance of files and cases that could often have either vested or conflict of interest.
There is no use for keeping himself awake beyond 10 pm or until 2 AM at night. The business of the the secretariat could be completed only during the day only if he rises early, reaches the Sectt. at 8 AM in the morning and leaves at 4 PM.
He must pursue the cases and files himself, if he really wants to stay in the chair, work hard and earn reputation otherwise thugs of pretenders would leave no occasion to trap him in some or the other controversy.
