Although some people, I know, are among those recruited, my post may upset them. However, one cannot shy away from the responsibility of calling out the wrong as wrong.
These recruitments took place during Om Prakash Chautala’s tenure as Chief Minister. Among these recruited officers, 12 from the 2002 batch, one from the 2003 batch, and 14 from the 2004 batch — a total of 27 HCS officers — are due for promotion to the IAS cadre. However, the UPSC has returned their promotion cases twice due to pending petitions concerning their recruitment and integrity issues.
This time, the government led by Mr. Saini has verified their integrity, clearing the way for these 27 HCS officers to be promoted to IAS. Former minister Karan Singh Dalal has appealed to the Honorable President regarding this matter.
Karan Singh Dalal deserves praise for continuing this tough legal battle with the same zeal for over two decades.
However, Mr. Dalal is at least better than the hundreds of legislators who, instead of raising their voices, actively participated in the “slip system.” Yet, I begin my questions with Mr. Karan Singh Dalal himself…
Why did he not seek Vigilance or judicial inquiry into these recruitment scams during the nine and a half years (2005 to 2014) when he was part of Mr. Hooda’s government?
Why did he never raise his voice or file a PIL regarding recruitment cases during this period?
Next, questions for the judiciary…
If the HCS 2002, 2003, and 2004 batch recruitments were clean, why are these petitions still pending after 22 years?
Why are there still doubts about these officers’ integrity?
They should have received a clean chit by now.
If these recruitments were tainted, why are these 27 officers still in service?
Why are they being considered for IAS cadre promotion?
If recruitment fraud took place, why has the judiciary failed to protect the rights of the 27 deserving candidates who were deprived of their opportunity? When and how will their losses be compensated?
Despite having a separate bench for service matters, why does the judiciary keep recruitment scam cases pending for decades instead of prioritizing them?
Even when recruitment scams are proven, why are the commission members, bureaucrats, and politicians not punished with jail sentences?
Isn’t the judiciary’s prolonged inaction a reason why corrupt individuals and scamsters feel emboldened?
Questions for the BJP government as well…
The Khattar government came to power highlighting corruption in previous governments’ recruitments. Why did they reward former HPSC chairman instead of taking action against him?
Why was there a cover-up in the Vigilance inquiry into all HCS recruitments made under the Chautala government?
If your government considers the integrity of these 27 officers to be beyond doubt, why was permission granted to file criminal cases against the then HPSC chairman and members responsible for these recruitments?
Many such questions may trouble your mind as well. Raise your voice against them.
Politicians appoint inefficient and corrupt individuals to recruitment commissions. These incompetent stooges turn the commissions into marketplaces. You and I have already suffered the consequences of their scams; now, our children will too.
Whenever we take recruitment scams to court, the cases are either dismissed after a few hearings or drag on for years with endless delays.
Who is ultimately responsible for all this?
When will this corrupt system come to an end?
