Obituary – R.S.Verma retired CS,Haryana. By Dr John.V.George retired DG, Jails,Haryana. Shri R S Verma was district Collector Bhiwani when I joined as ASP Bhiwani in 1977(fag end of emergency).The 1977 General election was a very tense affair especially the on the counting day.Shri Verma was a very fine officer and played a key role in implementing Shri Bansilals vision of development. Bhiwani was a very backward drought prone semi arid district.

I had seen Bhiwani in 1969-71 period when I studied in BITS Pilani which is located on the border of the district. Bhiwani town was a dusty old town with narrow lanes and old havelis. When I landed there in 1977 ,I could not recognize the area .I thought I was in some suburban area of Delhi.All villages were electrified and connected with link roads.Rural water supply schemes were under implementation in most villages. The administration did lot of demolitions to widen roads and evict encroachments.So the general mood of the public was against the administration.A very upright and principled politician like Ch Bansilal was demonised as a villain and Shri RS Verma had to undergo a lot of humiliation.

Despite prolonged enquiries by Shah Commission and other agencies none of the allegations could be proved as true.Shri Verma was put under lot of pressure to induce him to give statement against Ch Bansilal.He maintained his dignity and calm and stuck to his stand that he would not give any wrong statement. He was a soft spoken,decent human being who loved art and literature. We maintained cordial relations even after retirement. Pranam Sir.Rest in Peace.
