Sensational Disclosures in the Leasing Deal
Gurugram, 16 December 2024: The first major scam under the Naib Saini government has come to light, involving the leasing of the Country Club and Health Club in Sector 56, Gurugram. Our investigation (Part One) reveals a series of questionable practices that have all the ingredients of a political thriller, including favoritism, bending of rules, and political interference. Initially, the lease was awarded for fifteen years, but it can be extended for another fifteen years. This deal, which raises several red flags, has caught the attention of many due to the lack of transparency.
Suspicious Deal and Reluctance to Share MOU
The deal involves a 6.08-acre semi-finished complex located at a prime spot on Golf Course Extension Road, which has been leased for an annual fee of ₹7.56 Crores. According to sources, top officials from the Haryana Shahari Vikas Pradhikaran (HSVP) were reluctant to share the MOU (Memorandum of Understanding) signed between the department and the private party, Subash Infraengineers Pvt Ltd. Despite multiple attempts to contact them, Chandersheikher Khare (CA, HSVP) and Ms. Balina (Estate Officer, HSVP Gurugram) did not respond to calls or messages regarding the terms and conditions of the MOU.
Lease Terms and Potential for Renewal
Sources have informed that the lease is initially for 15 years, with the possibility of renewal for another 15 years with the prior approval of the CA of HSVP. This approval is reportedly a mere formality. The lease agreement also involves the execution of a concession agreement between the successful bidder and the Estate Officer, which is to be submitted by Subash Infraengineers Pvt Ltd. On 03 December 2024, Subash Infraengineers submitted the draft concession agreement to the Estate Officer of HSVP Gurugram (EO II).
Investigation Ongoing
The investigation into the deal has raised serious concerns about the legitimacy of the process. Despite the formalities, the suspicious nature of the deal and the lack of transparency are likely to spark further scrutiny.
