Manav Awaaj demands high level probe – Bungling in Saraswati Kunj Cooperative House Building Society Ltd .Gurugram.Cooperative department supposed to watch interests of societies is silent spectator.

A reputed Gurugram based NGO Manav Awaaj seeks / Investigation in the affairs of Society with respect to allotment and registry of plots in the name of members having said to be made cash payment in order to solve the long pending grievance of the members having made all the payments through cheques.

Mr. I. Hassan, President, and Mr. Ram Gopal Sharma (deceased), Treasurer of the Society in connivance with Mr. Bodh Raj, Ex-Kanungo (deceased), Gurugram had manipulated prime location / corner plots to members whose payment was shown to be made in cash and not even a single pie through cheques were received from them. They also manipulated their sale deed while genuine members who made their payment through cheques although were given physical possession of the plots however, the sale deeds were not executed in their names on one pretext or the other. Few such plots example are as under :

1.​​Plot no. 82G was allotted to Mrs. Shashi Gupta having made all the payment through cheques who is still languishing for registry of the said plot in her name. However, Mrs. Prema Kumari who was junior member to Mrs. Shashi Gupta having said to make cash payment got sale deed registered in her name.

2.​​Mrs. Prema Kumari is the wife of Bodh Raj, Ex-Kanungo. Apart from Mrs. Prema Kumari, the daughter of Mr. Bodh Raj – Ms. Neelam (Plot No. 45A) and his son Sh. Narender, Advocate (Plot No. 82F) were also allotted the plots in the society and all their payments were shown to be in cash and even the sale deeds were registered in their name without getting full payment despite the fact they were income tax payer and sale deeds of genuine members making all the payments through cheque were not done. Hence, the three big plots (benami) were manipulated in the name of family members of Mr. Bodh Raj.

3.​​Plot No. 41 was allotted to Sh. Priyank Gupta whose full payment was received through cheques, however the above society office bearers managed to allot and execute the sale deed in the name of Rajinder Gupta of the said plot by showing cash payment and thereafter this sale deed was fabricated in the name of Raj Kumar Gupta.

The manipulation done by the above Officer Bearers of the society in connivance with Sh. Bodh Raj, Ex-Kanungo of Gurugram having allotted prime location plots to the members having shown to be made cash payment and sale deed were registered in their name without seeing whether actually any amount of such members were received in the society bank account. Even the Commission appointed by the Government under S. P. Sharma retired IAS officer of Haryana cadre could not make proper report since the full facts and documents were not placed before the Commission. Thereafter, a further Committee, headed by the Administrator, HUDA, in 2021 was constituted to correct / change / revise the Sharma Commission Report which also seems to be paralysed in absence of having genuine records of payment and proper staff placing before them.

Hence, it is imperative to have a comprehensive and thorough investigation to be conducted personally by DC cum Chairman, Board of Administrator, Saraswati Kunj Society in a time bound manner since the records are available at Gurugram only. If the full payment is not received in the society bank account, their allotment and registry of sale deed should be cancelled and made registry of such plots in the name of genuine members having made full payment so the long pending grievances of the genuine members may be resolved.
