Citizens manifesto for Gurugram Nagar Nigam,s election.By Social activist and our enlightened reader Gauri Sarin .
Gurugram stands at a critical juncture where the quality of life and the pace of development are being significantly impacted by lapses in local governance. As we prepare for direct mayoral elections, it is time to outline a comprehensive manifesto that addresses the city’s pressing issues with actionable solutions. My vision is to transform Gurugram into a model city in India through effective governance, sustainable practices, and community engagement.
1. Ensuring High-Quality Municipal Services
● Focus on Hyper-Local Issues: Prioritize decentralized governance, as mandated by the 74th Amendment, to ensure efficient delivery of municipal services.
● Comprehensive Ward-Level Planning: Integrate the 35 wards into a unified strategic plan for equitable service distribution.
● Citizen’s Charter: Guarantee a minimum standard of services, timelines, and accountability through an established Citizen’s Charter.
● Digitalization: Leverage technology to streamline processes, enhance transparency, and eliminate inefficiencies.
2. Long-Term Governance Solutions
● Root Cause Analysis: Tackle systemic issues rather than short-term firefighting.
● Sustainable Planning: Develop policies integrating immediate needs with long-term urban planning.
● Municipal Corporation Support: Strengthen the Municipal Corporation of Gurgaon (MCG) through training, incentivization, and enhanced resources.
3. Grievance Redressal System
● Efficient Mechanisms: Establish performance-oriented systems for prompt complaint resolution.
● Transparency: Ensure regular monitoring and public reporting of grievance metrics.
4. Combatting Corruption
● Incentive-Based Systems: Replace informal practices with structured incentives for excellence.
● Transparent Contracting: Digitalize tendering and contracting to eliminate loopholes and enhance accountability.
● Quality Assurance: Set benchmarks for contractors and vendors to improve service delivery.
5. Environmental Sustainability
● Pollution Reduction: Implement waste management, greening, water harvesting, and energy efficiency measures to reduce pollution within two years.
● Sustainable Practices: Collaborate with residents and agencies to adopt eco-friendly practices.
● Roadside Greening and Beautification: Create functional and environmentally beneficial streets.
6. Infrastructure Development
● Integrated Urban Planning: Align infrastructure projects through collaboration between GMDA, MCG, HSVP, and other agencies.
● Expert Input: Engage urban planning experts for sustainable development.
● Equitable Tax Utilization: Ensure efficient deployment of property taxes for the benefit of all wards.
7. Inclusive Development
● Basic Services for All: Extend water supply, waste management, and other essential services to underserved areas, including slums and villages.
● Vendor Management: Support livelihoods by creating designated vendor zones and livelihood programs.
8. Promoting Art, Culture, and Health
● Art and Culture Hub: Establish a center to promote cultural activities across Gurgaon.
● Health Services: Strengthen primary health centers to address seasonal diseases.
● Public Awareness: Educate residents on health and hygiene through targeted campaigns.
9. Animal Welfare
● Coexistence with Nature: Preserve water bodies and green spaces to support wildlife.
● Shelter and Care: Enhance facilities for stray animals, including shelters for cows and dogs.
● Community Programs: Promote community participation in animal welfare initiatives.
10. Empowering Plotted Colonies
● RWA Collaboration: Strengthen collaboration between Resident Welfare Associations (RWAs) and MCG for better services.
● Digital Service Delivery: Streamline processes to ensure timely services to plotted colonies.
● Policy Development: Create frameworks to empower RWAs and address their unique challenges.
Conclusion
This manifesto is a blueprint for making Gurugram the number one city in India. By focusing on governance, sustainability, infrastructure, and inclusivity, we can create a city that delivers high-quality municipal services and sets benchmarks for urban development. Together, let us transform Gurgaon into a thriving, sustainable, and inclusive metropolis.
