HSVP Gurugram officer acts against violations only when IAS officer complaint.

HSVP ,Gurugram officers woke up from deep slumber-Only when some senior IAS officer complains to them.-HSVP Gurugram Estate officer I has issued notice to 4 plot owners for running hotels in Sector 15 part 11 Gurugram.Hotels without permission from the competent authorities for last several years.But the HSVP officers woke up from the deep slumber only when one senior IAS officers residing in the sector formally lodged a complaint against violations .In his complaint IAS officer has stated that residents are suffering due to the commercial hotels and guest houses in the four plots asking the officers of HSVP Gurugram for taking action against the violations .Shockingly only after the complaint of IAS officer the HSVP officer has issued notice to property owners to respond to the allegations within 15 days,failing which action will be initiated.Million dollars question is that why the HSVP Gurugram officers did not acted so far .?
